General Notes:

• ऑनलाइन निविदाओं की बोलियों में भाग लेने के इच्‍छुक बोलीदाताओं को हमारे वेबसाइट पोर्टल के होमपेज पर उपलब्‍ध लिंक " Portal Enrollment for New Bidders " में एक बार पंजीकरण कराना होगा। पंजीकरण प्रक्रिया में बोलीदाता अपना लॉगइन आईडी व पासवर्ड बनाएंगे। Bidders who wish to participate in online tenders will have to enroll once with the website through the "Portal Enrollment for New Bidders" link provided on the home page. Bidder will create login id & password on their own in registration process.
• इच्‍छुक बोलीदाता, इस वेबसाइट पर निविदा नोटिस को देख सकते हैं और इसे नि:शुल्‍क डाउनलोड कर सकते हैं। Interested Bidders can view detailed tender notice and download tender documents free of cost from this website.
• आम निविदा (पीटी) के मामले में, निविदा में भाग लेने पर कोई प्रतिबंध नहीं हैं। सीमित निविदा (एलटी) या एकल निविदा (एसटी) में भाग लेने की अनुमति केवल ऐसे वांछित बोलीदाताओं को ही होगी जो बोलियों को ऑनलाइन जमा करने में सक्षम हों। तथापि, निविदाकारों को, संबंधित निविदा में यदि कोई अर्हता मानदण्‍ड दिए गए हों तो, उन्‍हें पूरा करना होगा। In case of Public Tender (PT) there is no restriction for participation in the Tender. In case of Limited Tender (LT) or Single Tender (ST) participation is allowed only to the intended bidders who shall be able to do online submission of the bids. However the Tenderers are required to meet the Qualification Criteria stipulated, if any, under the tender.
• निविदा शुल्‍क का भुगतान Payment of Tender fee:
  • यदि निविदा शुल्‍क लागू हो तो इसे, इस ई-पोर्टल पर उपलब्‍ध ऑनलाइन पेमेंट गेटवे के माध्‍यम से विहित रीति से ऑन-लाइन भरा जाएगा। कृपया सुनिश्चित करें कि यह निविदा शुल्‍क निविदाओं के डाउनलोड किए जाने के अंतिम दिन व आखिरी समय से पहले जमा कर दी जाए और केवल इसके उपरांत ही निविदा प्रक्रिया में भाग लेने की अनुमति होगी। The Tender Fee, if applicable, shall be paid ON-LINE as prescribed, through online payment gateway facility available on this e-portal. Please ensure that the tender fee is submitted before the last date and time for downloading of the tenders and only upon which the participation in the tender process is allowed.
    
    वैध उद्योग आधार ज्ञापन संख्‍या (यूएएम) युक्‍त सूक्ष्‍म व लघु उद्योगों (एमएसई) को निविदा शुल्‍क से छूट होगी। The Micro and Small Enterprises (MSEs) having a valid Udyog Aadhar Memeorandum (UAM) no. are exempted from payment of Tender Fee.
    
    साथ ही, जिला उद्योग केंद्रों या खादी एवं ग्राम उद्योग आयोग या खादी एवं ग्राम उद्योग बोर्ड या जूट बोर्ड या राष्‍ट्रीय लघु उद्योग निगम (एनएसआईसी) या हस्‍तकला एवं हथकरघा निदेशालय या सूक्ष्‍म, लघु एवं उद्योग मंत्रालय द्वारा विनिर्दिष्‍ट किसी अन्‍य निकाय में पंजीकृत एमएसई को भी निविदा शुल्‍क से छूट होगी। Further, the MSEs registered with District Industries Centre's or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation (NSIC) or Directorate of Handicrafts and Handlooms or any other body specified by the Ministry of MSME are also exempted from payment of Tender Fee. However, the MSEs are advised to register themselves in Udyog Aadhar Memorandum (UAM) of Ministry of MSME.
    
    एमएसई बोलीदाता अपनी बोली के साथ इस प्रकार के पंजीकरण की सॅाफ्ट प्रति भी लोड करेंगे। इसके बगैर उनकी बोली को निरस्‍त कर दिया जाएगा। The MSE bidders must upload soft copy of above referred registration certificate along with the bid, failing which such bids shall be rejected.
    1. जहां कहीं प्रमाण एजेंसी द्वारा पंजीकरण प्रमाणपत्र की वैधता तारीख भी दी जाती हो वहां, एमएसई को उनके पंजीकरण की वैधता तारीख भी दर्शानी होगी। एमएसई, केवल निविदा जमा करने की तारीख को वैध प्रमाणपत्र ही अपलोड करें। यदि निविदा शुल्‍क छूट प्राप्‍त करने के लिए जमा किए गए प्रमाणपत्र में कोई दोष या उसे अवैध पाया जाता है तो ऐसी बोलियों को निरस्‍त कर दिया जाएगा। Wherever, the certifying agency is issuing the registration certificate with terminal validity, the MSE must also indicate the terminal validity date for their registration. The MSE should upload certificate valid as on date for submission of tender. In case such a certificate claiming exemption from payment of Tender Fee is found to be defective or invalid, such bids shall be rejected.
       अथवा Or
    2. जहां कहीं प्रमाण एजेंसी द्वारा पंजीकरण प्रमाणपत्र की वैधता तारीख नहीं दी जाती है, निविदा शुल्‍क छूट प्राप्‍त करने के लिए इसे ही अपलोड किया जाएगा। ऐसे मामलों में यदि छूट प्राप्‍त करने के लिए जमा कराए गए प्रमाणपत्र में कोई दोष या त्रुटि पाई जाती है तो ऐसी बोली को रद्द कर दिया जाएगा। Wherever the certifying agency is issuing registration certificate without terminal validity, the same shall be uploaded for claiming exemption from payment of Tender Fee. In case such a certificate claiming exemption from payment of Tender Fee is found to be defective or false, such bids shall be rejected.
  • बोलीदाताओं को निविदा शुल्‍क जमा किए बगैर या निविदा शुल्‍क छूट के दावे के समर्थन में दस्‍तावेज अपलोड किए बगैर बोली को अंतिम रूप से जमा करने की अनुमति नहीं होगी। यदि छूट प्राप्‍त करने के लिए जमा कराए गए दस्‍तावेजों में कोई दोष या त्रुटि पाई जाती है तो ऐसी बोली को रद्द कर दिया जाएगा। The bidders are not allowed to do FINAL SUBMISSION of the bids without payment of Tender fee or uploading of the document claiming waiver of Tender fee. If such document claiming tender fee waiver is defective or invalid such bids shall be rejected.
  • किसी अन्‍य प्रत्‍यक्ष प्रणाली जैसे, नकद, चेक, ड्रॉफ्ट आदि से भुगतान स्‍वीकार्य नहीं है। Payment by any other physical mode i.e. cash, cheque, draft etc. is NOT acceptable.
  • बोलीदाताओं को उनके अपने हित में, ऑनलाइन निविदा शुल्‍क जमा करने का संदर्भ सुरक्षित रख लेना चाहिए। Bidders in their own interest are suggested to preserve the reference details of online tender fee submission.
  • जमा निविदा शुल्‍क किसी भी परिस्थिति में वापस नहीं किया जाएगा। Tender fee once submitted shall not be returned.
  • अंतिम क्षणों की भागदौड़ से बचने के लिए बोलीदाताओं को सलाह दी जाती है कि वे अपनी बोलियां पर्याप्‍त समय रहते जमा कर दें। Bidders are advised to submit their bids well in time to avoid any last minute hindrance.
  • उन निविदाओं में, जहां सत्‍यनिष्‍ठा करार (आईपी) व सत्‍यनिष्‍ठा करार बैंक गारंटी (आईपीबीजी) लागू हो, आईपी व आईपीबीजी की मूल प्रति निविदा जमा करने की नियत समय व तारीख को जमा किया जाएगा। यदि आईपी व आईपीबीजी की मूल प्रति, निविदा जमा करने की नियत समय व तारीख को जमा नहीं की जाती है तो जमा की गई बोली को खोला नहीं जाएगा। For tenders where Integrity Pact (IP) and Integrity Pact Bank Guarantee (IPBG) are applicable the original of IP and IPBG shall be submitted within due date and time of submission of tender, if original of IP and IPBG is not received within due date and time, the submitted bid shall not be opened.
  • बोलीदाताओं को उनकी बोलियों की "बोली कीमत व शर्तें एवं निबंधन" को केवल ऑनलाइन बोली प्रपत्र में ही उद्धृत करना है। यदि कोई बोलीदाता अपनी ‘’ बोली कीमत व शर्तें एवं निबंधन’’ को किसी पृथक अनुलग्‍नक में अपलोड करता है तो इसे मूल्‍यांकन हेतु स्‍वीकार नहीं किया जाएगा। Bidders are required to quote "Bid Prices as well as Terms and Conditions" of bid in Online Bidding Forms only. In case bidder is uploading "Prices/Terms and Conditions" in a separate attachment,  the same shall not be considered for evaluation.
  • किसी भी अथवा सभी बोलियों को, बगैर कोई कारण बताए, पूर्णतया अथवा आंशिक रूप से स्‍वीकार करने अथवा निरस्‍त करने का एनपीसीआईएल का अधिकार सुरक्षित है। NPCIL reserves the right to accept / reject any or all bids in part / full without assigning any reason.
  • निविदाओं से संबंधित परिवर्तन/शुद्धि-पत्र/स्‍पष्‍टीकरण आदि केवल उक्‍त वेबसाइट पर ही प्रदर्शित किए जाएंगे न कि किसी समाचारपत्र में। अतएव, सभी बोलीदाताओं को सलाह दी जाती है कि किसी प्रकार की अद्यतन जानकारी के लिए कृपया इस वेबसाइट पर विजिट करें। Changes / Corrigendum / Clarifications pertaining to the Tenders would be hosted on this website only and not in the NEWS print. As such the bidders are advised to visit the website for updates, if any.

  • इस निविदा में भाग लेने के इच्‍छुक बोलीदाताओं को सूचना प्रौद्योगिकी अधिनियम-2000 के अनुरूप डिजिटल प्रमाणपत्र प्राप्‍त करना होगा ताकि वे अपनी इलेक्‍ट्रानिक बोलियों पर डिजिटल हस्‍ताक्षर कर सकें। बोलीदाता इसे, किसी भी सीसीए अनुमोदित एजेंसी से प्राप्‍त कर सकते हैं। जिन बोलीदाताओं के पास यह प्रमाणपत्र पहले से ही मौजूद है, उन्‍हें इसे प्राप्‍त करने की आवश्‍यकता नहीं है। Bidder who wish to participate in this tender needs to procure Digital Certificate as per Information Technology Act-2000 using that they can digitally sign their electronic bids. Bidders can procure the same from any or the CCA approved certifying agencies. Bidders who already have a valid digital Certificate need not to procure the same.
